The award recognizes Deborah’s more than 23 years of leadership building DEVAL LLC — a Hispanic-American, Woman-Owned Small Business — into a nationally recognized advisory firm serving federal agencies, state governments, and housing authorities across the United States and its territories. Under her leadership, DEVAL has grown to 90+ government contracts, servicing over 900,000 loans representing a portfolio value exceeding $275 billion, and processed over 100,000 emergency rental assistance applications.

Deborah Garcia-Gratacos is the Founder and CEO of DEVAL LLC and DEVAL Solutions, Inc. A licensed attorney and native of Puerto Rico, she holds a Juris Doctor and MBA in Real Estate from the University of Florida. She serves on the Truist Bank Community Advisory Board and the Commonwealth of Virginia Housing Minority Business Advisory Council. This recognition follows her 2019 Five Star Conference Women in Housing Cultural Leader Award.
