DEVAL has served state government clients across the continental U.S., Puerto Rico, and the U.S. Virgin Islands since 2003, supporting programs in financial management, real estate advisory, emergency rental relief, and affordable housing. State clients include the Commonwealth of Virginia, Commonwealth of Puerto Rico, and the Puerto Rico Department of Housing (PRDOH), among others.
DEVAL has processed over 100,000 emergency rental assistance applications under ARPA, ERA, CARES Act, and CDBG funding on behalf of state government clients, making DEVAL one of the largest ERA program administrators in the nation.
DEVAL’s bilingual English and Spanish team supports housing programs serving Hispanic communities across the continental U.S., Puerto Rico, and the U.S. Virgin Islands. Our Caribbean regional office in San Juan, led by licensed Puerto Rico attorney Liza Ramos-Santos, provides direct on-the-ground support for HUD and Puerto Rico Department of Housing programs.
