PHASE is the first centralized compliance platform purpose-built to automate every component of a HUD Management and Occupancy Review in one system.
HUD Management and Occupancy Reviews are federally required for all 26,000+ HUD Project Based Section 8 owners overseeing approximately 1.3 million assisted housing units nationwide. An MOR auditor covers four areas: tenant file compliance, Enterprise Income Verification (EIV) findings, Housing Assistance Payment (HAP) accuracy, and INSPIRE physical inspection findings. Until now, property owners and managers have handled all four manually — across paper binders, disconnected spreadsheets, and multiple systems that were never designed for MOR compliance.

What PHASE Automates
- Tenant File Compliance — Automated verification of every required document against HUD Handbook 4350.3, with real-time completeness tracking and missing document alerts before the reviewer arrives.
- EIV Compliance — Storage and analysis of HUD Enterprise Income Verification reports, with findings flagged for investigation, direct staff-to-tenant communication through the PHASE portal, and documented resolution for every finding.
- HAP Payment Reconciliation — PHASE ingests the Housing Assistance Payment Application (HUD-52670 / OMB Form 2502-0182), compares it against tenant HUD-50059 records, and flags potential overpayments and underpayments monthly. PHASE is not an accounting system — it raises the flag so owners know what to investigate.
- INSPIRE Inspection Findings — Property managers import their INSPIRE inspection report, document corrective actions finding by finding, and store timestamped proof of resolution — organized and retrievable the moment the MOR reviewer asks.
PHASE also includes a bilingual tenant portal (English and Spanish), a management dashboard with work assignment and Pre-MOR Risk Scoring, and two-year document retention. It integrates with existing property management systems — not a replacement, the compliance layer on top.
